ABOUT ASTHO

The Association of State and Territorial Health Officials (ASTHO) is the national non-profit organization representing the state and territorial public health agencies of the United States, the U.S. Territories, and the District of Columbia. ASTHO’s members, the chief health officials of these jurisdictions, are dedicated to formulating and influencing sound public health policy, and to assuring excellence in state-based public health practice.

POSITION OBJECTIVE

The Senior Director for Environmental Health reports to the Chief Program Officer for Public Health Practice and assists the members, the ASTHO Executive and Senior Management Teams and designated partners in safeguarding the community from health threats which are environmental in nature. This leadership position requires the Senior Director to understand essential environmental health programs in state health agencies and the role these programs play in protecting the public’s health.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Primary Responsibilities:

  • Directs a program designed to address certain environmental health policy and program needs of State and Territorial Health Officials and their environmental health program staff consistent with the association’s strategic priorities and objectives.

  • The administration of program services and activities called for under key federally-funded cooperative agreements and contracts in area of Environmental Health

  • Directs the Environmental Health staff and provides staff support to the Environmental Health Policy Committee.

  • Primary responsibility for one or more projects associated with multiple cooperative agreements.


Duties include, but are not limited to:

  1. Leading a team of public health professionals with responsibility for ASTHO’s environmental health policy activities.

  2. Writing cooperative agreements, including developing activities for proposals.

  3. Proposing project initiatives related to policy priority areas to ASTHO senior staff and appropriate committees.

  4. Seeking new and diversified funding for ASTHO’s ongoing environmental health activities.

  5. Overseeing and supporting the development of the State Environmental Health Directors group.

  6. Providing oversight, staff support, and consultative assistance to the Environmental Health Policy Committee and other relevant ASTHO committees, taskforces, and work groups as required for the express purpose of indentifying and addressing priority strategic, tactical and operational environmental health-related matters of timely interest to our members.

  7. Developing and analyzing public health and environmental policy in concert with the Policy and Executive Committees and identifying emerging environmental health issues relevant to state health agencies.

  8. Contributing to members’ development of environmental health capacity and infrastructure in state public health agencies.

  9. Fostering collaborative relationships with representatives of state, federal, and local agencies, national public health organizations, ASTHO affiliates, and other organizations

  10. Representing ASTHO at national meetings and conferences, as well as with relevant individuals, consistent with approved ASTHO positions and policy statements.

  11. Tracking and analyzing state and federal legislation related to environmental health.

  12. Providing fiscal oversight for cooperative agreement budgets.

  13. Functioning effectively in a team environment.

  14. Performing other duties as assigned.

MINIMUM REQUIREMENTS

  • Masters degree in public health, environmental health or public policy is preferred.

  • Five years prior related experience.

  • Knowledge of and experience with environmental health policy and practice issues, preferably at the state level.

  • Experienced in project management, budgeting, strategic planning, and written and oral communication.

  • State agency, association, or other experience representing a membership-based organization is a plus.

KNOWLEDGE, SKILLS AND ABILITIES

  • Understanding of public health functions, systems and infrastructure.

  • Understanding of environmental health functions, systems and infrastructure.

  • Excellent written and oral communication skills.

  • Ability to develop and maintain collaborative networks.

  • Ability to direct, manage and evaluate work of subordinate staff, as required by the Chief Program Officer.

  • Ability to manage and develop multiple projects independently and in a team environment, and complete assigned tasks in a timely manner.

  • Ability to analyze state health-based environmental health programs for innovative practices and translate these into synthesized products and outcomes for members, affiliates, and partners.

  • Ability to travel within service area.

  • Establish and maintain effective working relationships with members, management, coworkers, state and local officials, representatives from Capitol Hill, and the general public.
