ABOUT THE POSITION/DEPARTMENT:


The City of Worcester, the second largest city in New England with a population of over 180,000 residents, seeks an experienced professional for the position of Commissioner of Public Health. This is a senior management position that serves as a member of the City Manager’s Executive Cabinet and reports to the City Manager and Board of Health. The Commissioner of Public Health will also have the distinct opportunity to be considered for a faculty position at the University of Massachusetts Medical School located in the City of Worcester.

The Commissioner directs all medical, nursing, environmental health, community health, and other public health services in the City of Worcester. Utilizes an inter-disciplinary staff with efforts directed toward community assessment and health education, program design, program evaluation, resource allocation, environmental protection, and inter-agency organization of health related activities. Serves as lead community resource on communicable disease and health risk reduction. Advises physicians and others within and outside the Department on matters and problems relating to preventive medicine and public health. The successful candidate will be a force for change while leading the effort to implement the recommendations of the City of Worcester Public Health Task Force which is available for review at www.worcesterma.gov.

The ideal candidate is a proven leader with a commitment to excellence, team work, exemplary customer service, and professionalism in order to lead a knowledgeable staff and develop innovative programs to enhance the delivery of service. Candidates must have a thorough knowledge of the principles, practices and current developments in public health administration; ability to communicate and articulate health and safety matters to the general public; ability to read and analyze public health studies and reports; understanding of the coalition-building process involved in the development of public policies; familiarity with health and housing codes; and knowledgeable of federal and state grant application processes and sound fiscal administration.


MINIMUM/PREFERRED QUALIFICATIONS:


Minimum Requirements: M.D. and 10 or more years experience in public health.
Preferred Requirements: M.D. and Masters Degree in Public Health plus 10 or more years experience in public health, of which 5 years must be in program management, supervision/administration.
