Environmental Protection Specialist II 

About the Position

The purpose of this position is to serve as an environmental protection specialist within the retail food program. In this capacity, this position will conduct regulatory inspections, prepare inspection reports, compliance advisories, and orders issuing a civil penalty, along with providing compliance assistance, guidance and training to the regulated community and local public health agencies.

Determine compliance with applicable, food regulations by conducting routine and investigative field inspections; Provides information and training to operators and LPHAs to improve compliance; Responsible for sampling products; writing technical reports; and maintaining accurate records; Initiate appropriate enforcement actions such as follow-up inspections, voluntary condemnations, and voluntary closures as necessary when non-compliance is identified within retail food operations; Responsible for clearly documenting and tracking non-compliance and navigating complex civil penalty statutes; Review architectural plans for conformance with the requirements of the applicable regulations and provide necessary feedback, request additional information, create correspondence to document the findings; Determine the necessity for enforcement actions based on sustained non-compliance and recalcitrant operators of retail food establishments.


Minimum Qualifications:

Graduation from an accredited college or university with a bachelor's degree in biology, physical or health science, environmental health or science, or science education, or closely related field and two years of professional experience which included regulatory compliance, conducting field inspections, and/or enforcement related activities related to environmental health.

Conditions of Employment:

Possess and maintain a valid Colorado driver's license.

Must be willing and able to travel independently throughout the state up to 50% of the time.

On-call Status Required: Must be willing to be on-call in the event of an emergency, (e.g., bioterrorist attack, chemical attack, disease outbreak or all hazards) and must be willing to be on-call in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

The preferred experience, competencies, and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Experience in the administration of local or state retail food programs;
  • Experience conducting technical reviews and/or inspections;
  • Knowledge and experience working with environmental regulations as related to compliance, site investigation, and assessment
  • Experience teaching or demonstrating scientific principles
  • Ability to interpret regulations and statutes
  • Conflict negotiation skills
  • Ability to ensure that work performed meets standards for timeliness, accuracy, and completeness
