Environmental Health Regional Specialist (Child Lead)

About the Position

The Environmental Health Regional Specialist serves as a link between the state's Children's Environmental Health programs and the local health departments. The Regional Specialist is responsible for environmental investigations and enforcement of childhood lead poisoning prevention laws and rules, child care and school sanitation rules implemented by the local health departments.

The Environmental Health Regional Specialist...

  • Evaluates the knowledge and the skills of local Environmental Health Specialist to recommend delegation of authority for enforcement of the NC Administrative Code as agents of the state.
  • Provides consultation and technical assistance by performing routine field duties in a regional territory including investigation of childhood lead poisoning cases, conducting lead investigations and follow-up visits to child occupied facilities and residences of lead-poisoned children and monitoring and overseeing county activity in the NC LEAD data system.
  • Authorizes local registered Environmental Health Specialists by assessing their knowledge, skills and abilities through the evaluation of field paperwork, administering exams and observation of field work and ability to carry our laws and rules.
  • Evaluates local health department programs for accuracy, frequency, quality and effectiveness of the program staff by conducting program reviews.
  • Assists counties with legal enforcement actions and provides supervision in counties that are understaffed.
  • Instructs and educates local Environmental Health Specialist in proper equipment use, current and changing scientific technology, program policies and industry practices.

The Division of Public Health will hire six Environmental Health Regional Specialists.  The positions are all statewide and home-based.



Graduation from a four-year college or university and four years of professional experience in environmental health; or an equivalent combination of education and experience

Professional Credentials Required:

  • Registered as an Environmental Health Specialist by the NC State Board of Environmental Health Specialist Examiners.
  • Certifications as lead inspector, lead risk assessor and lead supervisor/project designer OR the ability to gain certification before performing lead inspections, as required by state law.
  • Certification refresher training must be completed every two years and registration must occur annually.
  • X-Ray fluorescence analyzer training must be obtained/maintained as required in user license.
