Environmental Health Deputy Director
About the Position
This is a highly-specialized, independent professional position which requires highly technical supervisory and administrative duties in the Environmental Health programs. Duties include planning, coordinating, implementing, and evaluating environmental health programs with a comprehensive plan. This position is responsible and accountable for the performance of the staff under his/her supervision. Incumbent acts as the delegated authority in the absence of the Environmental Health Director.
- Supervises and implements comprehensive environmental health programs under the direction of the Environmental Health Director.
- Directly supervises staff Environmental Health Specialists and manages Environmental Health programmatic areas.
- Conducts staff consultations and performance evaluations of all Environmental Health Specialists.
- Oversees training procedures for Environmental Health Specialists and Administrative staff.
- Supervises activities governing Food Safety, Vector Control, Hazardous Materials activities and Nuisance Complaint investigations.
- Supervises the administration of Public Swimming Pool and On-Site Sewage Facility inspection programs.
- Evaluates State laws and Local ordinances and develops enforcement procedures for compliance.
- Assists with planning and preparation of the departmental budget by effectively determining the fiscal requirements for the program and personnel.
- Assists with monitoring and managing departmental expenditures.
- Coordinates Environmental Health activities with other City departments, divisions and with outside agencies.
- Performs liaison and coordination tasks with Federal agencies, State agencies, and industrial organizations or associations.
- Maintains current knowledge of administrative, scientific, and technical developments and advancements.
- Prepares routine reports, special reports and memoranda as required.
- Plans and develops inspection procedures for special functions such as mass gatherings.
- Analyzes and interprets current City, State and Federal ordinances related to environmental health, recommending amendments and changes to local policies, laws and ordinances when needed.
- Establishes and maintains cooperative-working relationships with those contacted in the course of the work day.
- Performs other job-related duties as assigned.
Graduated from an accredited college or university with a bachelor's degree and at least 30 semester hours in basic science or applied science. Possess a “Registered Sanitarian” license issued by the Texas Department of State Health Services and has a minimum of eight years of relevant work experience. Employee must possess a “Non Commercial/Political Applicator” license issued by the Texas Department of Agriculture. Incumbent is required to possess a “Certified Pool Operator”, “Certified Pool Inspector” certifications, and certified “Instructor/Proctor” certifications for Certified Food Manager and Food Handler courses. Incumbent must have completed and passed the "Designated Representative" examination as required by Texas Commission of Environmental Quality (TCEQ). Incumbent must also possess one of the following: “Registered Environmental Health Specialist” (REHS), “Certified Professional in Food Safety” (CP-FS), or “Certified Pool Instructor” (CPI) certifications. A Master's Degree in a relevant field of study is preferred, and can be substituted for two years of work experience. Valid Texas Driver’s License Required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to operate audio-visual equipment, chemical test kits, ultraviolet lights, microwave emissions tester, Air sampler/tester, IBM-PC, digital and recording thermometers, ULV fogging equipment and swimming pool testing equipment.
- Ability to operate computers for data entry and word processing.
- Strong verbal and written communication skill.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
