Environmental Health Specialist Senior - Onsite Wastewater

About the Position

Essential Job Tasks

The tasks listed are a representation and not an all-inclusive list of essential job tasks for this position. 

  • Serves as lead plan reviewer/inspector for alternative, commercial, and large flow onsite wastewater treatment facilities. Prioritizes projects based on submittal type and permit type. Coordinates workload with supervision staff and request assistance from plan review staff as necessary
  • Serves as the Program’s technical expert for conventional, alternative, commercial, large flow, and complex conventional onsite wastewater treatment facilities. Provides technical guidance to staff to ensure Program standards, policies, Maricopa County Environmental Health Code, Arizona Revised Statutes, and Arizona Administrative Code is met on the most complicated systems
  • Performs construction inspections on conventional, alternative, commercial, and large flow septic systems as requested by supervisors or as determined necessary for field inspector training
  • Ensures that all final approval documentation has been received, reviewed, and processed for Discharge Authorizations related to conventional, alternative, commercial, and large flow onsite wastewater treatment facilities in compliance with the Arizona Administrative Code and delegated responsibilities
  • Trains Environmental Health Specialists to understand plan review and inspection procedures needed to ensure compliance of new or proposed onsite wastewater treatment facilities
  • Drafts plan review and inspection guidelines, standard operating procedures, MCEHC changes, and AAC changes based on Program needs and supervisory requests 
  • Drafts website, database, Program applications/forms, and customer communications based on Program needs and supervisory requests. Ensures electronic media stays current with Program, regulatory, and current event needs
  • As assigned, records, gathers, and organizes data for reports or based on need of Program operations
  • As assigned, attends and participates in professional meetings, board meetings, conferences and other environmental program related functions. Drives a personal or county vehicle or provides for appropriate transportation to various work related sites
  • Provides general customer service to both internal and external customers in person, by phone and e-mail, answering questions regarding Departmental activities and/or processes and those specifically related to alternative, commercial, large flow onsite wastewater treatment facilities, and compliance

Provides backup support for individual duties assigned to each plan reviewer or inspector. Coordinates and responds to internal and external inquiries related to unavailable staff or as assigned by supervision.

Qualifications

Education 

  • Bachelor's Degree in Environmental Health, Microbiology, Entomology, Chemistry, Food Science or related field, with 30 semester hours of natural, physical, or applied science coursework (as specified on the Arizona Department of Health Services (ADHS) website)

Experience 

  • Three years of professional environmental experience that may include environmental program management, environmental planning, environmental compliance, or a directly related field

OR

  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the required minimum qualifications on a year-for-year basis.

Other Requirements 

  • Registered Sanitarian in good standing by the Arizona Department of Health Services at time of hire or must have passed the National Environmental Health Association (NEHA) Registered Environmental Health professional exam with a score of 650 or greater and obtain reciprocity from the Arizona Department of Health Services (ADHS) within six months of hire date
  • Must possess or have the ability to obtain a valid Arizona driver's license and have an acceptable driving record by the time of hire 

Our Preferred Candidate has

  • Experience developing and delivering technical training material
  • Experience with the design and construction of a variety of on-site wastewater treatment facilities.  Examples include but are not limited to trench, bed, chamber and seepage pit disposal systems, pressure distribution systems, aerobic treatment, recirculating sand filters, and engineered pad systems
  • Completed the University of Arizona/National Association of Waste Water Technicians (UA/NAWT) Soil & Evaluation for Onsite Wastewater Systems Course or equivalent 
  • Completed the University of Arizona/National Association of Waste Water Technicians (UA/NAWT) Inspection Training Course or equivalent
  • Completed the University of Arizona/National Association of Waste Water Technicians (UA/NAWT)  Intro to Design of Onsite Wastewater Treatment Systems Course or equivalent
