Retail Training Options Available in 2022

Training / Staff Development and Program Standards Engagement Optional Add-On Grants

The Calendar Year 2022 NEHA-FDA Retail Flexible Funding Model (NEHA-FDA RFFM) Grant Program Portal will begin accepting applications on September 9, 2021 for state, local, tribal, and territorial retail food regulatory programs that have enrolled in the Retail Program Standards. Funds for retail training are available to all jurisdictions who apply for one of the two Base Grant options offered and are accessible by applying for a Training / Staff Development and Program Standards Engagement Optional Add-On Grant.

These Grants:

  • can be used to request funding to attend retail-focused workshops, training, conferences, and seminars.
  • have a duration of 1-year, with the opportunity to re-apply annually.
  • offer up to $7,500 per grantee for the 1-year project period.  
  • cannot be used to pay for personnel time, including for staff to attend online courses.

Applicants who qualify for Track 1 and apply for a Development Base Grant are eligible to apply for a Training / Staff Development and Program Standards Engagement Optional Add-On Grant to request funds for one or more staff member to attend a face-to-face delivery of one or more of the Self-Assessment and Verification Audit Workshops to be offered during Calendar Year 2022.  

Applicants who qualify for Track 2 and apply for a Development Base Grant, or Track 3 and apply for a Maintenance and Advancement Base Grant, are eligible to request funds for a variety of training options. These include:

  • Self-Assessment and Verification Audit Workshops
  • Retail Food Courses offered by FDA or on behalf of FDA (NEHA and AFDO courses)
  • FDA Retail Food Safety Seminars
  • Forums that discuss or deliberate issues directly impacting the Food Code and/or the Retail Program Standards (including National Conferences such as the AFDO, NACCHO, or NEHA Annual Education Conferences, Regional/State Affiliate Meetings, the Conference for Food Protection, etc.)
  • Activities that focus on Staff Development and Retail Program Standards Engagement
  • Equipment to be used specifically to participate in virtual training, such as laptops that support modern browsers and major learning platforms (Zoom, WebEx, Blackboard, Moodle, etc.), external video cameras or microphones, and additional monitors, etc., that will be used specifically for Staff Development and Retail Program Standards Engagement activities.

Following are some of the options available in 2022− some free and the others eligible for funding through a Training / Staff Development and Program Standards Engagement Optional Add-On Grant.

Free Retail Training for 2022

In 2022, the following online courses will be offered without cost:

  • FD112 - Food Code
  • FD204 - Temporary Food Establishments
  • FD207 - Plan Review for Food Establishments
  • FD215 - Managing Retail Food Safety
  • FD218 - Risk-Based Inspection Methods in Retail
  • FD312 - Special Processes at Retail

There is no need to include these free course offerings in your Calendar Year 2022 NEHA-FDA RFFM Grant Program application; however, we do expect some of these courses to be held face-to-face in 2023 and 2024. Training Related Costs: Training / Staff Development and Program Standards Engagement Optional Add-On Grants offer reimbursement-based support for training-related costs such as: registration fees, online course fees, materials, air travel, baggage, car rental and other transportation costs, lodging, parking fees, mileage, and meals. Receipts will be required for all travel expenses except for meals, which will be reimbursed on a federal per diem (or prevailing agency) basis. Please Note: Personnel costs (salaries and fringe benefits dedicated to an approved project) are not permissible for Training/Staff Development and Program Standards Engagement Optional Add-On Grants. This includes funds for staff to attend ORAU and other online training courses.
