NEHA-FDA RFFM Grant Program
The National Environmental Health Association (NEHA) and U.S. Food and Drug Administration (FDA) work in partnership to administer the NEHA-FDA Retail Flexible Funding Model (RFFM) Grant Program. The program provides funding to state, local, tribal, and territorial (SLTT) retail food regulatory agencies as they advance conformance with the Voluntary National Retail Food Regulatory Program Standards (Retail Program Standards). FDA is utilizing NEHA’s strengths to assist SLTT retail food programs in their efforts to reduce the occurrence of foodborne illness risk factors and implement and attain conformance with the Retail Program Standards.

Anticipated Details for Grant Year (GY) 2027-28
We are excited to announce the anticipated details and dates for GY 2027-28 grants:
- December 9, 2026: Grant Portal opens to accept GY 2027-28 applications
- January 27, 2027: All applications must be submitted by 7:59 PM ET
- April 1, 2027 through March 31, 2028: All GY 2027-28 awards will have a full-year project performance period
- Five (5) available grant types are expected to be offered, including:
- Track 1 Development Base with Training and Mentee options
- Track 2 Development Base with Training and Mentee options
- Track 3 One-Year Optional Add-On with Training and Mentee options, for existing Track 3 grantees
- Mentorship Mentor for Track 2 applicants and Track 3 grantees
- Special Projects for Track 2 applicants and Track 3 grantees

Grant Year (GY) 2026-27
Key dates and details for the GY 2026-27 award cycle include:
- April 1, 2026: Project and expenditure period begins for GY 2026-27 awards!
- October 15, 2026: Interim Progress Reports due
- March 31, 2027: Annual project period ends for GY 2026-27 Awards
- May 14, 2027: Annual/Final Progress Reports due
Please note that all GY 2026-27 grantees must enter their SA9 and CSIP information into the RSA Tool by the end of the project year.
