About the CSIP

The Comprehensive Strategic Improvement Plan (CSIP) is a multiyear planning document that state, local, and territorial jurisdictions use as they work to progressively conform with the Retail Program Standards (RPS). It is developed from a Self-Assessment of All 9 Standards (SA9) and serves as a roadmap for addressing un-met Standard criteria during the five-year self-assessment cycle. The CSIP is a living document that will need to be periodically evaluated and updated as a jurisdiction progresses in their RPS conformance.

CSIP Format

Jurisdictions with a current base grant in Tracks 1, 2, or 3 must use the Retail Program Standards Assessment (RSA) Tool for completion of both an SA9 and a CSIP. Additional information and access to the RSA tool is available here: RSA Tool page.

Jurisdictions without a current grant may use the FDA SAVA Gap Analysis Tool provided or any previously approved CSIP format. The FDA SAVA Gap Analysis Tool is available here:
